7 tips on finding gems at yard sales

When you learn to sift out the values in other people's discards, yard sales become treasure hunts. The key is knowledge.

    1. 700-mile hurricane storms toward East Coast

The East Coast is on high alert as 65 million Americans prepare for Hurricane Irene, a powerful Category 2 storm that is expected to hit North Carolina Saturday. TODAY?s Al Roker reports.

    5. Wine and cheese: Are they a match made in heaven?

"With knowledge, you have the upper hand and can actually identify what is valuable," says Aaron LaPedis, author of "The Garage Sale Millionaire."

If you don't know about a particular item, you can look it up on your smartphone, he says. LaPedis recommends searching through the "completed" section of eBay to see the price a specific item has garnered. On the left panel under "show only," click on "completed listings." Then under "buying formats," click the box next to "auction" to find out the sale price.

"You never know what you're going to find while visiting yard sales, so take a large enough vehicle to hold the big items," LaPedis says. "And if you don't see what you want, ask if they have it. You'll find some gems that way."

    1. Eating in

Life Inc.: Between the weak economy and the high unemployment rate, it?s not surprising that many people are choosing to eat at their desks rather than take a proper lunch break.

Scout out the neighborhoods
Don't be afraid to go anywhere, says LaPedis, who has been buying and selling at yard sales since he was 7 years old.

"You'll probably find better quality items in wealthier neighborhoods, but those will also come at a higher price," he says. "Don't neglect older homes either because their owners often sell valuable antiques."

Multifamily yard sales or those put on by churches give you lots of choices. LaPedis says when town house owners or apartment dwellers in a particular complex have sales, those are the best. Residents usually have a lot to discard, and a sale makes it easy for them.

Keep a list
Rhoda Montgomery, who writes the Southern Hospitality blog, suggests having either a mental or written list of what you want or need.

"I can't tell you how many times I've found just what I was looking for at a yard sale just by being patient and not rushing to the store to buy it," says Montgomery, who has shopped neighborhood sales for more than 15 years.

If you wait, the item usually shows up, she says. In the past, she has found home decor items, office supplies, small furniture pieces and clothes without ever entering a retail store.

Arrive early, come late
"The early bird does get the worm, or in this case, the best selection," LaPedis says. Show up 30 minutes before a sale is scheduled to open, he says. If the seller is still putting items out, offer to help in exchange for the chance to see the good stuff first.

For the best deal, arrive an hour before the yard sale ends. Things may be half-price or even less just so the seller can be rid of them. Bundling several items together and offering a flat fee for the bunch is a smart technique, LaPedis says.

Research brands and value
Montgomery once bought four collectible plaster plaques for $15 and resold them on eBay for $700.

"That was probably the best bargain I ever found," she says. If she hadn't known their value, she probably wouldn't have bought them.

Montgomery says she looks for name-brand clothing, especially her personal favorites, or those that she often wears.

When it comes to furniture, she searches for pieces made of wood and with dovetail drawers. Dovetail construction uses notches to secure the front of the drawer to the sides instead of staples or nails.

A good way to learn about quality furniture is to visit some of the higher-end stores and examine how their pieces are made, Montgomery says.

Road test anything with working parts
Even if the seller tells you the appliance, lamp or some other item works, always test it anyway, says Jonathon Papsin, founder and CEO of Tag Sell It, a website that lists garage sales nationwide. Most times, sellers are trustworthy, but you don't want to take home something that you can't use.

"Do whatever it takes to make sure you're satisfied before plunking down your cash," Papsin says.

If an item is damaged, but you can fix it, make certain the price you pay reflects the condition.

Haggle
Offer what you think is fair, keeping in mind that at the beginning of the yard sale the seller's objective is to sell as much as possible at the best price without giving stuff away, Papsin says. Never make an insulting offer.

"However, cash is more valuable to the seller than the item," he says. "If the price marked is $50, offer $30 and then hopefully you'll reach an agreement somewhere in the middle. Just use common sense."

If an agreement can't be reached, ask if there will be any 'last-minute incentives' like half off during the final hour of the sale. Or, ask if you can renegotiate on that particular item after the sale is over.

New complex in Siu Sai Wan to enrich life in Eastern District (with ...

The Siu Sai Wan Complex, winner of the Merit Award of Hong Kong in the Hong Kong Institute of Architects (HKIA) Annual Awards 2010, was officially opened today (August 28). With its quality leisure and cultural facilities including a sports centre, a swimming pool, a library and a community hall, the complex will help enrich the lives of people in Eastern District.

Speaking at the opening ceremony of the complex, the Secretary for Home Affairs, Mr Tsang Tak-sing, said the completion of the complex was testimony to the HKSAR Government?s commitment to promoting sports and cultural development. He said that over the years the Government had strived to promote sports, recreation, culture and district activities at district level. To meet the needs of the public and raise the community?s sports standard, the Government had developed a strategic approach to planning and implementing new sports facility projects, including giving priority to providing new facilities in districts with shortfalls; developing more basketball courts, jogging tracks and Tai Chi areas in parks and open space areas; and providing more third generation artificial turf football pitches and more indoor swimming pools.

On cultural facilities, the Government adopts a multi-pronged approach to enhance public library facilities. In planning new civic centres and town halls, the Government takes into consideration a number of factors such as the usage of existing facilities, overall planning needs of the districts, views of the cultural sector, needs of the community and long-term commitment of resources to ensure that that new facilities will cater to the needs of the community.

Under the strategic approach, a number of cultural and recreational facilities have already been completed and come into service. In 2011-2012, aside from the Siu Sai Wan Complex, a number of new projects have been completed or are scheduled for completion, including the Tung Chung Swimming Pool. Meanwhile, a further 15 sports facilities with a total investment of over $9.2 billion are currently under construction. As for cultural facilities, a number of new and reprovisioning library projects are under planning or construction. Two new performing arts facilities, namely the Yau Ma Tei Xiqu Activity Centre and the Ko Shan Theatre Annex, are currently under construction and targeted for completion in late 2011 and mid-2013 respectively. Two Cross-District Community Cultural Centres are also under planning.

Other officiating guests at today?s ceremony included the Director of Home Affairs, Mrs Pamela Tan; Director of Leisure and Cultural Services, Mrs Betty Fung; Chairlady of the Eastern District Council, Ms Christina Ting; Director of Architectural Services, Mrs Marigold Lau; District Officer (Eastern), Mr Davis Hui; and Chairman of the District Facilities Management Committee of Eastern District Council, Mr Chao Shing-kie.

Occupying an area of 4 400 square meters, the Siu Sai Wan Complex was built at a cost of about $400 million. The complex is specially designed in an open and polymorphic architectural form. Its two main blocks are linked by bridges and escalators which encourage public interaction. The building?s energy consumption is significantly reduced by the use of illuminated skylight, natural ventilation and a green rooftop. These distinguished design features helped the complex win the Merit Award of Hong Kong in the Hong Kong Institute of Architects (HKIA) Annual Awards 2010.

Within the complex, the Siu Sai Wan Sports Centre is located on the second, third and fourth floors. It has a multi-purpose arena which can be converted into eight badminton courts or two basketball/volleyball courts. Other facilities include a table-tennis room which can accommodate 12 table-tennis tables, two multi-purpose activity rooms, and a children?s play room. The opening hours of the sports centre are from 7am to 11pm daily. It will be temporarily closed for maintenance from 7am to 1pm on the first and third Mondays of the month.

On the first floor is the Siu Sai Wan Swimming Pool. There are two indoor training pools, one measuring 25 metres by 10 metres, and the other 25 metres by 25 metres. The pool?s spectator stand is on the second floor. The swimming pool opens daily in three sessions: from 6.30am to noon; from 1pm to 5pm; and from 6pm to 10pm during summer (April to October). Heated pool facilities are provided during the winter months from November to March. The swimming pool is closed between 10am and 6pm on Thursdays for weekly cleansing.

On the ground floor is the Siu Sai Wan Public Library which provides various library facilities and services including an adult library, a children?s library, a newspapers and periodicals section, library catalogue terminals, Internet/electronic resources workstations, Internet express terminals, self-charging terminals and an express check-in service. The library has an initial stock of more than 54 000 items including Chinese and English books and audio-visual materials. Extension activities such as book displays, storytelling for children and reading programmes for children and youths will be organised regularly. The library opens from 10am to 7pm from Monday to Wednesday and on Friday; from 10am to 5pm on Saturday and Sunday; and from 10am to 1pm on public holidays. It will be closed on Thursday.

In addition to the above facilities managed by the Leisure and Cultural Services Department, the complex also accommodates the Siu Sai Wan Community Hall on its ground floor under the management of the Eastern District Office. The
1 070-square-meter venue provides a hall with stage, stage meeting room, conference room and male/female dressing rooms. They are available for booking by organisations for various community activities such as dancing, music, and Tai Chi classes. The community hall?s opening hours are from 9am to 10pm daily.

The Siu Sai Wan Complex is located at 15 Siu Sai Wan Road, Chai Wan. It is easily accessible by public transport, including bus routes 8P, 8X, 82, 82M, 82X, 85, 106, 118, 314, 606, 682, 788, 789, A12 and public light bus route 47M.

Monsoon rains trigger floods, kill 16 in Pakistan (AP)

PESHAWAR, Pakistan ? Flash floods triggered by heavy monsoon rains swept through a village in northwestern Pakistan, killing 16 people and leaving several others missing, disaster management officials said Thursday.

The floods hit the remote Kundian Valley in Khyber Pakhtunkhwa province Wednesday, destroying houses and other infrastructure, said Syed Asghar Ali Shah, the acting head of disaster management in the province.

Rescue operations and relief operations have been hampered by bridges and roads that were damaged last year in the worst flooding in Pakistan's history and have not been fixed, said Shah. Authorities sent two helicopters to help with the operations and hope to send another tomorrow, he said.

Heavy rains are expected to continue in the area for at least another 24 hours, according to Pakistan's meteorological department.

Monsoon rains begin in July in Pakistan and often lead to flooding. The floods that hit last year inundated about one-fifth of the country ? an area the size of the United Kingdom ? and affected up to 20 million people.

Experts have warned that many citizens are more vulnerable to flooding this year because they have not recovered from last year's tragedy.

The Two Key Parts to Pest ... - DIY Home Repair and Improvements

Bugs can be a huge annoyance for homeowners. Pests that bite residents and invade the foundations of a house will not only alarm potential buyers, but possibly keep them from obtaining loans. The federal housing administration, veterans administration and other lending institutions now require termite inspections before approving any loan. It is also a requirement that the footing around the perimeter of a house is treated by injection with a chemical barrier to impede termite nesting.

Each year in the U.S. termites cause more damage to wood and houses than fires do. This is usually down to the amount of time it takes before an infestation is discovered, according to one exterminator. Termite inspections every 3 years are advised. Termites can still be missed even by a trained exterminator who has inspected the house thoroughly. There are countless ways for termites to get into your home, they can squeeze in through almost any opening, cracks in the wood, mortar, joists and blocks. One of the warning signs of a potential termite infestation is reproductive insects swarming in the spring and fall seasons which will leave wings and bodies strewn over window sills. However, termites may not begin swarming until they have been in a residence for as long as five years. Visit this site for further information on home pest control.

No one inspector can give your house a once over and make you guarantee that you do not have an infestation of termites. They attempt to inspect both thoroughly and closely, an experienced exterminator claims. Exterminators are trained in spotting termites and if they detect the mud tubings used by termites to travel, they can be certain that you have a termite infestation. Thankfully, most exterminators will back up their work with guarantees which will afford you some protection. Most insect treatments are only designed to be used once every 30 days or so, but termite treatments should last for 15 years.

Termites are not the only unwanted pests that will eat the wood in your home. Wood borers and powder post beetles will also consume the wood in your home. Wood borers are easily identified by the powdery residue they leave behind on damaged wood. While powder post beetles can be identified by the buckshot like holes they leave behind. While fleas don?t eat wood, they are also a common house pest that is very irritating. By humans that get them on their shoes or pant legs while walking through the grass, as well as by pets, these fleas can be carried inside a house. Fleas are treated with an insecticide that can be sprayed on interior and exterior surfaces. This chemical works quickly to kill the fleas and stop the flea cycle. Go to this site for further information on local pest control australia.

Most exterminators have experience in dealing with all kinds of pests, from bedbugs to snakes. There are five different varieties of roaches in the area. The most common type of roach is the German roach. Luckily, these pests can usually be exterminated with an application of chemicals. In the past, there were many different powerful chemicals that were readily available over the counter, allowing anyone to be in control of their own pest combating efforts, but this has changed in recent years. However, the government has cracked down on the sales of these chemicals to consumers with new laws. These days you have to be a certified technician to be licensed as a pest control operator, or work directly under a technician.

A greater number of pest control chemicals are now limited by the law. There were issues in the past with rogue outfits branding themselves as pest control and then spraying your house with kerosene for $100 or so, and then moving on. There were people working part time who didn?t have a clue what they were spraying. Many of them were mixing chemical solutions at double or triple the strength. One such chemical was chlordane, used a lot in the industry although has since been banned due to improper use. Many people don?t realize that caustic chemicals can be a lot like a loaded gun and can do much harm in the wrong hands.

Irene sure to get NYC skyscrapers swaying

When Hurricane Irene comes a-knocking, these buildings will start a-rocking.

Powerful winds have caused New York City's skyscrapers to sway back and forth for more than 100 years, leading to seasickness in their inhabitants and interest from engineers looking to mitigate the problem.

A little sway actually makes the building stronger, as structures with a bit of give can withstand higher stress than brittle forms. Despite how the rocking feels to the poor residents forced to endure a shaking floor, no modern skyscraper has been brought low by wind alone, said Christian Meyer, a professor of civil engineering at Columbia University. Modern innovations such as shock absorbers and balancers protect buildings from wind, while simultaneously lessening the drastic pitch and roll experienced at the top floor of the world's highest buildings.

"It's a fundamental structural engineering problem. On one side of the equation, you have the load effect. That can be a hurricane, an earthquake, a missile, anything. On the other side, you have the strength of the building, which you the engineer can control, and it must always be larger than or equal to the loading," Meyer told InnovationNewsDaily. "If you have a force that moves, that impact sets the structure into vibration. The main component is static pressure, but as soon as the pressure changes, motion begins. No matter how strong you make a building, they vibrate at some load."

As the building gets taller, the swaying gets worse, since wind speed and other loads increase with altitude. This can make the top floors of the world's biggest building unbearable. To prevent these top floors from shaking, engineers can deploy a number of different technologies.

One piece of equipment, called a tuned mass dampener, is essentially a 400-ton concrete pendulum that swings independently of the building. When the structure sways to one side, the dampening weight pulls the building back up straight. This technology is often used to make buildings earthquake, as well as hurricane, resistant.

Other buildings, such as the old World Trade Center Towers, featured individual shock absorbers for each floor. Each floor moved independently of the other ones, effectively turning the entire structure into a giant spring that can dissipate the energy that would cause the top levels to swing wildly, Meyer said.

Then there's Trump Tower in New York City's Columbus Circle, the building that used to make people sicker than a roller coaster.

"If a building vibrates too much, you get 'sick building syndrome.' That's a common problem," Meyer said. "There was this building at Columbus Circle, that?s now the Trump Tower, the building vibrated excessively during any major windstorm, and you saw hundreds of people coming out all green and yellow like they were seasick. Now Trump, smart guy that he is, realized he could get the building for very little money, but would have to do a major improvement. He put a shield wall in the center of the building, strong enough to stop the vibrations, but where no one could see it. He cured the building."
