The deadline is fast approaching for Gov. Cuomo to sign or veto the controversial special-education placement bill.
As in Wednesday.
Opposition to the bill continues to build. Not only have 48 out of 54 school districts in Westchester, Rockland and Putnam counties signed a resolution calling on Cuomo to veto the bill.
Now the Lower Hudson Council of School Superintendents has sent a strongly worded and detailed letter to Cuomo asking for a veto. This is no surprise, since the Council has been an active advocate over last year or two for mandate relief from Albany.
The Council?s letter states up front: ?This legislation is counter to your efforts to provide mandate relief for New York State taxpayers and will create much greater costs for educating special needs children.?
The letter was written by South Orangetown Superintendent Ken Mitchell, chair of the Council?s mandate committee. Mitchell is a true expert on the many rules and regulations coming out of Albany that require school districts to spend money by raising additional property taxes. He and Harrison Superintendent Louis Wool, president of the Council, have produced intricate analyses of these expenses and written papers to help guide Cuomo?s staff and legislators on how to relieve mandate costs. It?s been a classic up-hill battle, though, because legislators are much better at passing new rules than undoing old ones.
The Council is particularly disturbed by the new legislation, which would require school districts to consider a special-education student?s home and family environments when choosing the best possible placement. The goal of the bill is to help parents get their children placed in private schools, particularly for religious reasons. Its advocates say that parents, particularly Hasidic and other Orthodox Jews, often suffer when they struggle to have their disabled children placed in appropriate private schools.
But the official summary of the bill noted that its costs had not been calculated.
In his letter to Cuomo, Mitchell writes this:
?The recent legislation that will allow parents of children with special education needs to have unfettered access to costly and unnecessary private school placements is not only counter to the recommendations that superintendents have made to lower costs to taxpayers but will increase costs to districts across New York at a time when we are seeking greater efficiencies.? The current system provides for a due process that includes checks and balances with quality controls in regard to the needs of the child and the available programs provided by a district.? The new law will provide open access without regard to the appropriateness of the program. Districts will simply be billed by the private providers.?
He also writes this:
?Thirty-three (33) districts have indicated that they will be paying $82,405,159 in out-of-district tuitions for 1408 students in 2012-13.? The superintendents have indicated that if this law were to go into effect, they would be unable to develop a predictive budget for students whose families desire a private school setting for non-instructional reasons. The school district identifies and tracks the learning needs of students even before they enter the K-12 system and is able to identify students who need a specialized education out-of-district.? This enables us to anticipate future costs. The new law would hamper a district?s ability to make such a prediction and have serious fiscal implications. (These numbers do not reflect new transportation costs.)
?In Rockland County there are approximately 6500 students classified with disabilities.? With an estimated $60,000 per student as average, if all 6500 students with disabilities were to seek private placements, the aggregate cost would be $390 million for the county school districts.? If only ten percent of these students exercised this option, the cost would be $39 million, along with another $2 million dollars for transportation.? Rockland County represents only nine school districts.
?In South Orangetown, after our Committee on Special Education carefully reviewed the cases of seventy four of our neediest students, we agreed to fund $4,982,012 in out-of-district tuitions. The average tuition will be $67,324 without transportation and related costs for 2012-13. The total number represents less than 2% of our student population.? A likely increase of another ten students would cost the district $673,240 plus $34,000 in transportation. The $700,000 is equivalent to 1% of our district?s tax levy.?

the harassing texts continue until OH finally has her number blocked from my phone. so she starts on fb. i blocked her, so she trys my mom, she cant message my mom, so she messages my 18 YEAR OLD LITTLE SISTER!!!!!

so he has a "talk" with his mom and his other sister who is FUMING about her doing this to me. but nothing comes of it. he still talks to her like its nothing and acts like it never happened.
so anyway, my mom wanted us to come home end of august, and now that she knows ab bubs she wants to throw a baby shower, with his family (that lives out by home) and mine. trying to organize that in 3 weeks is impossible so we settled on october being a great time for it. i was talking to OH about it, and jokingly said "you know men arent invited to these right?!" because MOST of the time, men dont want to, or only women are invited. OBVIOUSLY hes coming to ours, i was just messing, but he got all serious and said "fine ill have my own, i'll go smoke cigars and get drunk" -whatever.
i mentioned how my mom wanted to extend the invitation to his mother down south, even though she figured she wouldnt make the trip, but felt rude just not inviting her. and he said she wont come we'll have another shower down by her.
so i said with who? i have some family there, but not enough to have a "shower" with. its just my dads sister and all her kids, and i really dont talk to them much. maybe go for a nice dinner, but not have a party. and then his mom and two sisters. also, where would we stay? im not welcome in their house apparently, and you couldnt pay me to stay anywhere near the girl who wanted to threaten my life, and say all those things.
his other sister is a sweetheart, and his mom....well i guess shes getting over things about me, and his thrilled to be having a grandchild, but that doesnt change things with his other sister. and i wont make myself that uncomfortable. she was rude to me the first time we stayed there and she had never even met me yet, and this was when we had only been together a few months and were still honeymooners.

LONDON (Reuters) - A British chain of opticians saw publicity gold on Friday after Olympic officials blundered by showing the South Korean flag instead of North Korea's at a women's football match.
Opticians Specsavers took out adverts in national newspapers with the North Korean flag above the South Korean one and, written in Korean, a message suggesting the officials should have visited them for an eye test.
The company's regular tagline, used in commercials featuring embarrassing cases of mistaken identity, is 'Should have gone to Specsavers'.
The gaffe in Glasgow on Wednesday caused a diplomatic incident, with the North Koreans walking off the field and delaying the kick off by more than an hour.
Organisers LOCOG apologised and promised the mistake would not happen again.

NEW YORK (AP) ? The New York Times Co. stock rose sharply on Thursday after the media company reported that second-quarter revenue increased slightly.
Most of the revenue gain at the company, which publishes The New York Times and Boston Globe, stemmed from higher newspaper circulation, especially in its digital editions.
Revenue rose less than 1 percent to $515.2 million from $512 million. Analysts were expecting revenue of about $511 million. The last time the Times saw revenue grow was in the second quarter of 2010, when it increased by 1 percent to $589.6 million from $582.7 million.
The company's stock rose 75 cents, or 11 percent, to close at $7.80 on Thursday. The stock has traded between $5.50 and $8.92 in the past year.
Overall, the company said it lost $88.1 million, or 60 cents per share, in the April-June period, largely due to a one-time charge it made for the declining value of its About.com business. In the same period a year ago, the Times took a one-time charge to reflect the declining value of its regional newspaper division. It lost $119.7 million, or 81 cents.
The one-time charge amounted to $126.1 million, or 85 cents. Excluding the one-time charge and other items, the Times would have earned $21.5 million in the latest quarter.
Adjusted earnings were 14 cents per share in the latest quarter, up from 11 cents per share in the second quarter of 2011. Analysts, on average, were expecting adjusted earnings of 13 cents per share on revenue of $510.7 million, according to FactSet.
The company said strength in both print and digital newspaper circulation helped to offset advertising revenue declines.
Total company circulation revenue, which includes The New York Times, The Boston Globe and the International Herald Tribune, rose 8 percent. Circulation revenue at the company's flagship newspaper grew 11 percent.
The Times Co. continued to see growth in digital subscriptions, thanks to a so-called electronic paywall system it erected in March of 2011. Under the system, the Times charges readers for monthly access to an unlimited number of articles. The strategy, closely watched by executives in the industry, has helped to boost the Times' circulation and is being adopted at other newspapers. In April, the Times cut the number of articles readers can access for free from 20 to 10 per month.
At the end of June, the Times Co. had roughly 532,000 digital subscribers, a gain of 13 percent from the 472,000 it had March 18, 2012, which was the one-year anniversary of the company's digital subscription launch.
The Times Co. said that its advertising revenue decreased 7 percent to $244.3 million from $262.1 million and circulation revenue rose 8 percent to $233.3 million from $215.3 million. Revenue from other businesses such as commercial printing, news syndication and digital archives, increased 9 percent to $37.7 million from $34.5 million.
Revenue at the About Group declined 9 percent to $25.4 million in the second quarter. About.com offers users guides and other content on topics such as parenting, health care and cooking. Most of its users arrive at About's content through search engines.
The Times said About's ad revenue declined and said competition and the uncertain economy offset progress the company had made rebuilding About.com's sales team.
Chairman and CEO Arthur Sulzberger Jr. said that despite the accounting charge, the "About Group continues to execute on its turnaround strategy and we expect it to be on track to post continued meaningful improvement in the second half of the year."

CATASTROPHIC meltdowns of reactors at the Fukushima Daiichi nuclear plant had less to do with the earthquake and tsunami that hit Japan on 11 March last year, and more to do with the plant owners' and government's failure to anticipate and prepare for emergencies on such an epic scale.
That's according to a report by an independent panel commissioned by the Japanese government. Released on Monday, the report is the latest of several to surface, and accuses the Nuclear and Industrial Safety Agency of failing to tell the media that the plant's fuel rods had possibly melted, even though it knew this was likely.
Meanwhile, the removal of the rods from a storage pool at the facility started last week. Images aired on TV showed cranes lifting two of the 1535 fuel units from the No 4 reactor building. This was the first stage of a programme to remove unused and used fuel from the reactor to counter the risk of further radiation leakage. The process could take years.

TEHRAN, Iran (AP) ? Western-led sanctions and diplomatic pressure will not force Iran to halt its nuclear program, Iran's Supreme Leader said Wednesday.
Ayatollah Ali Khamenei, who has the final say on all state matters in Iran, voiced confidence that the Islamic Republic can beat the latest punitive measures aimed at blocking the country's vital oil and banking industries over the disputed program.
"They (the West) explicitly say they need to increase pressures, tighten sanctions to force Iranian authorities to reconsider their calculations," Khamenei said in comments broadcast on state television. "But a look at the facts leads us not only to avoid reconsidering our calculations, but to move on our intended path with greater confidence."
The latest European Union sanctions against Iran's vital oil industry came into effect on July 1, three days after the U.S. tightened measures that prohibit international banks from completing oil transactions with Iranian banks. The moves, a response to Iran's refusal to suspend uranium enrichment, further complicate the country's ability to conduct trade abroad.
The West suspects Iran is pursuing a nuclear weapon. Iran says the program is for peaceful purposes such as power generation and medical treatment.
Israel has indicated it might attack Iran if sanctions fail to rein in the nuclear program. On Wednesday, Israeli Defense Minister Ehud Barak said Israel might have to make "tough and crucial decisions" about its security, warning that if Iran were allowed to obtain nuclear weapons, dealing with the matter then "will be far more complicated, far more dangerous and far more costly in resources and human life."
In his remarks, Khamenei said he felt some countries partaking in the U.S.-led sanctions will not continue them over the long term because of economic drawbacks, calling the sanctions a challenge that could be overcome.
"Although there are challenges in the path of the Iranian nation, there is no dead-end," he said.
Khamenei said Iran has offered some concessions in the past, but claimed the West is unwilling to allow what Iran calls a peaceful nuclear program.
He was referring to a period between 2003 and 2005 when Iran agreed under former reformist president Mohammad Khatami to suspend uranium enrichment and all related activities as part of confidence building measures to dispel fears that Tehran was not seeking nuclear weapons.
"The West became so arrogant during that period that they opposed possession of three centrifuges which our officials had agreed. But now there are 11,000 centrifuges operating in the country," he said.
Centrifuges are machines that spin at supersonic speed to purify uranium. Uranium enriched to low level is used to fuel a nuclear reactor but higher enrichment makes it suitable for use in building a nuclear weapon.
Iran's suspension of nuclear advancements coincided with a period of small steps toward easing the diplomatic freeze between Tehran and Washington, but tensions quickly returned following the election in 2005 of President Mahmoud Ahmadinejad and moves to restart Iran's nuclear efforts.
The U.S. and its allies accuse Iran of using its civilian nuclear program as a cover to develop an atomic bomb, but Iran has denied the charges and says its nuclear program aims at producing electricity and radioisotopes used to treat cancer patients.

It has now come to my attention that my house is going into auction on August 8. I have rec'd no official notice, but it is listed on the county clerk website as being on auction August 8.
How do auctions work? When my house foreclosed, the bank bought the house for $100 and left me with the balance of the loan. Is there a possibility that I could pick up the house I rent for a few thousand dollars and own is outright? Am I too late to put in a bid? Has anyone done this to give advice?

I've heard of auctions that make exceptions for tenant occupancy. It could be that this is your case, or it could be that your landlord has been lax on sharing details and you're in trouble. Or is this the house you once owned? I'm confused. As for buying the house on the cheap, not all that likely. Statistically, most houses auctioned do actually end up selling for close to appraised value.
It wouldn't hurt to ask what it would take for you to get in on the auction, but they usually require advance screening to be sure you have the means and financing in place. It's not uncommon to require bidders to have a certified check for a certain amount in hand to be allowed to even participate in the bidding process. It sounds like the bank actually owns your house now, so I would be wary, contact the bank, and find out exactly what is going on with your tenancy. I'm not a real estate expert, but I think you have a case of justified nervousness.

Who has been cashing your rent checks? I would probably start there and demand some answers. The courthouse is only the auction venue, but they might have some more information for you to go on. I would be calling anyone I could think of for more information, but I hope you have nothing to really worry about. It might be that your lease holds up and you don't have to worry until it's up.

The rent is paid online to the property manager. The property manager sends the rent to the homeowner.
I called the courthouse, and my aunt who works in real estate law (and I didn't even know it!)
What I found out was this.
The bank will open the auction at $100. if no one bids then the bank then takes full possession of the home, and in most cases will go the residence that day and change the locks! If someone makes a bid, the bank will not let it go for less than what is owed on the house- or to a pre approved amount for a short sale.
In my case, the case number is 2010. The homeowner knew in 2010 that this house was going into foreclosure and fraudulently signed the lease with me. The only thing I can do at this point is contact the police and the homeowner's attorney about the fraud to get the sale post-poned to buy me more time.
The property manager has another house for sale. I had a similar situation last year, when the homeowner of the house I was renting was filing bankruptcy. It was not an urgent issue like this one, but the property manager transferred my deposit to this house and we moved. I am hoping they will do this again. I searched their site and they do have a similar house in the area I want to be in. I had a backround check done on the property and the homeowner and everything is clear with this one.
It totally stinks. I will be moving next month and I am totally unprepared.

Wow I'm sorry! I have nothing to offer in terms of advice, but that was really lousy of the owners to not at least make you aware at some point. Sounds illegal! I hope everything works out for you. What a pain to have to move unexpectedly like that. I hope you are able to have some recourse. So this guy was collecting rent but not pay the mortgage it sounds like. Wow.

Once U.S. coach Mike Krzyzewski told the U.S. Olympic team that it was playing in probably the biggest basketball game here since the Dream Team ruled Barcelona, the Americans couldn't help wanting to take it to Spain ? even if it may have messed them up in the beginning.
"Today was one of those games that as a team, as a unit, we really tried to lock in from the start," Anthony said. "I think we came out a little bit too focused, a little bit overzealous at the beginning and they jumped on us quick.
"They came out with a lot of intensity and got some easy shots, easy baskets. Once we settled down and made a couple plays defensively, got back to our comfort zone, we didn't look back from there."
Anthony came off the bench to score 23 of his 27 points in the first half, and the Americans beat Spain 100-78 Tuesday night in a rematch of the 2008 Olympic gold-medal game ? and a possible preview of the next one.
James added 25 and Kevin Durant had 13, including 10 in the first 3? minutes of the third quarter to help the U.S. break open the teams' final exhibition game before heading to London.
"We knew that this was a big game," U.S. guard Chris Paul said. "When Coach K talked to us, he told us this was probably the biggest game here in Barcelona since the '92 team was here, so we approached it like that and it was a good win for us."
The teams played a memorable gold-medal game four years ago, the Americans pulling away for a 118-107 victory after leading by only four points with less than 2? minutes left.
This one turned out much easier once the U.S. controlled the final three quarters.
"It was a good test for us tonight, but the exhibition games are over, the friendlies are over and we look forward to the real challenge of going to London," James said.
Pau Gasol scored 19 points and Oklahoma City forward Serge Ibaka, a native of the Republic of Congo who became a Spanish national last year, had 16.
Both teams have been weakened by injuries, with the U.S. missing Dwyane Wade, Dwight Howard and Chris Bosh, all key contributors in Beijing, along with Derrick Rose.
The Spaniards are without point guard Ricky Rubio, and All-Star center Marc Gasol, Juan Carlos Navarro and Rudy Fernandez have battled injuries this year.
They're still the best two teams in the world and favored to meet again in the Aug. 12 gold-medal game. Spain would have a different look, as Marc Gasol was held out of this one while recovering from a left shoulder injury and backup point guard Sergio Rodriguez also sat out.
It may not matter if the Americans play like this in the games that count.
Spain's players said Monday that while they would try to win this tuneup, the bigger priority was preparing for London. The Americans responded that the Spaniards, playing in front of their home fans, would be compelled to go all out in hopes of a victory.
Spain seemed to be playing for real, but was simply overmatched and the Americans eventually ran away for the victory.
"Well, it was definitely a game that we would have loved to play better as a team," Gasol said. "We made too many mistakes which they capitalized and they played their game. They're a quick unit, very athletic and once they were able to convert a few fast-break opportunities due to our turnovers, it was hard for us."
The Americans, who would have had Howard, Bosh and Blake Griffin on this roster, believe their quickness and versatility will overcome their size problems, and that's what happened in this one.
Spain's size advantage was evident early, especially once Tyson Chandler, the only center on the U.S. roster, went to the bench with two quick fouls.
The Spanish pounded the ball inside to Ibaka, who accounted for three straight Spain baskets on dunks, and the Americans were forced to use a timeout ? that never happened 20 years ago when the Dream Team ruled Barcelona ? after Victor Sada's jumper made it 22-13 with 1:40 left in the opening period.
But though Gasol and Ibaka had an obvious advantage inside, neither could deal with Anthony on the perimeter. He made five 3-pointers in the first half while often appearing unguarded behind the arc.
He opened and closed a 20-6 burst with 3-pointers as the Americans went from four down to ahead 42-32 with about 3 minutes left in the half. They later went up by 13 before taking a 48-40 lead into the locker room.
Gasol had the first basket of the second half, but Durant dominated the next few minutes as the Americans extended the lead to 60-46. Russell Westbrook scored seven straight later in the period, his steal and dunk making it 69-48 with 4:19 left.
Spain trimmed it to 12 later in the period, but never had a real shot of getting back into it.
At times it felt like a serious game at Palau Sant Jordi, where nearly every seat was filled well before an energetic pregame ceremony, in which the U.S. national anthem was performed live, instead of the usual recording.
But it also felt like a show, something along the lines of the NBA All-Star game. Navarro was honored before the game for his 200 appearances for Spain, and Dream Teamers Chris Mullin, David Robinson and Clyde Drexler were introduced during a first-quarter timeout. The teams took a photo together after the game as confetti shot out behind them.
The U.S. had a pair of quality tests in Barcelona, beating Argentina 86-80 on Sunday and going 5-0 overall in exhibition play.
But the Americans were pushed by all three opponents with legitimate NBA size, the two here and Brazil in an 80-69 victory in Washington.
"We played against two very tough teams in Argentina and Spain, so I think it made us a better team," Kobe Bryant said. "I think it showed us some things that we want to do differently, some things that we're doing right, and I think because of it we feel pretty good about our chances."
The U.S. and Spain were drawn into opposite Olympic pools, so they wouldn't play until the elimination round. And it's likely to be at the very end of it.
"We know we'll get a different team if we meet them in the Olympics, so this was a one-off game," U.S. guard Deron Williams said. "It doesn't mean anything. It was a good win for us but it doesn't mean anything as far as the Olympics are concerned."

16.01 Pressure has been mounting on the European Central Bank to do more to ease Europe's debt crisis. However, policymakers remain split on the next steps. We have put together a selection of ECB members' recent comments.
15.57 Meanwhile, Italy's provincial government association has warned that schools may not be able to open after the summer holidays due to planned spending cuts.
"With these cuts we won't be able to guarantee the opening of the school year," UPI President Giuseppe Castiglione told reporters in Rome.
Speaking at the same news conference, Piero Lacorazza, president of the province of Potenza in southern Italy, said the comment was "not an exaggeration", adding that "half of the provinces are in serious financial difficulty".
Meanwhile, Italian Prime Minister Mario Monti believes it was too early to call an all-European summit on the crisis in the eurozone, and played down the need for an urgent injection of funds by the European Central Bank.
15.50 Russia, which holds a large share of its foreign exchange reserves in euros, will not take any action that would complicate efforts to manage the eurozone debt crisis, President Vladimir Putin has said.
Russia is not decreasing the (share) of euro-denominated assets in its reserves and has no plans to change it.
15.02 So, stocks are down, borrowing costs have soared, and the economy is continuing to contract. But, Spain's finance minister still insists it will not need a bail-out.

14.40 Following reports in German weekly Der Spiegel that the IMF is unwilling to provide further funding to Greece, the IMF has issued this statement:
The IMF is supporting Greece in overcoming its economic difficulties. An IMF mission will start discussions with the country?s authorities on July 24 on how to bring Greece?s economic program, which is supported by IMF financial assistance, back on track.
14.38 The Dow Jones Industrial Average in America has opened 1.7pc lower, at 12,607.10. The FTSE 100 in London has now fallen 2.2pc.
14.18 Despite the limited size of any Cyprus bail-out, economists at RBS argue that it may have wider implications for the eurozone. Richard Barwell, senior European economist at RBS, highlights two points:
1.) Will any assistance from the ESM have preferred creditor status? This was waved in the case of Spain but the broader principal of seniority of ESM for future bailouts was not. Cyprus will be the first test of where we are headed on seniority. Note that any initial aid likely from the EFSF will be pari-passu.
2.) Will support be provided on the basis of a ?semi-skimmed? or ?full fat? conditionality? We wait to see whether Cyrus will be subject to the ?lighter? conditionality focussed primarily on the financial sector as in Spain, or a full-blown adjustment package seen in the other periphery countries which have lost access to the market. For the record, assistance for Cyprus is to a large extent a result of the impact of the Greek PSI on Cypriot banks (the budget deficit is expected to be within the 3% limit and gross debt only 72% of GDP).

14.12 Cyprus has begun a second round of talks with Europe's debt inspectors on the likely size of its bail-out.
Troika officials (from the ECB, IMF and EC) arrived in Cyprus over the weekend. The country's finance ministry said that talks will focus on how much its banks, which are heavily exposed to Greek debt, will need, and its public finances.
The talks will conclude this week.
14.10 Commenting on the ban, Mark Foulds, head of spreadbetting sales at ETX Capital, told Reuters:
The ban will cause a little bit more uncertainty in the market: the ban extends on shares and indices, including cash operating and derivatives, and is due to volatility. It is sheer lack of confidence out there.
13.37 Spain has also imposed a short selling ban on all stocks. The ban will initially last for three months, the country's market regulator said.
13.18 The short-selling of financial stocks in Italy has been banned by regulators following this morning's sell-off.
Italian market regulator Consob said in a statement:
Given the recent turn of events on the market, Consob has decided to reintroduce the ban on short-selling stocks in the banking and insurance-company sectors.
Consob first imposed a ban last August, which continued until February this year.
13.06Italian schools may not be able to open after the summer break if a latest round of spending cuts is implemented, according to body that represents Italian provinces.
Giuseppe Castiglione, the president of the Union of Italian Provinces (UPI) said:
With these cuts we won't be able to guarantee the opening of the school year.
12.40 The Athens Stock Exchange has now fallen by 6.7pc today. The IBEX 35 in Madrid has clawed back some of its losses, and is currently down 3.5pc, while the FTSE Mib in Italy is down 4pc, and the CAC 40 in Paris has fallen 2.1pc.
12.09 So how long can Spain fund itself at interest rates of 7.5pc?
Think tank Open Europe thinks the real problems will arise in 2015, when the country has to refinance debt worth more than half its GDP. More from Open Europe:
By all accounts Spain has done well to ?pre-fund? a large amount of its debt this year (meaning its already borrowed most of the money it needs to), while the average interest rate on its debt remains fairly low (around 4%) while the average maturity of its debt is around six and a half years ? in all not a bad debt profile considering everything. However, around 10% is soon to be added to the debt to GDP ratio while the mounting costs of bailing out the Spanish regions will only exacerbate this. [?] looking at the Spanish state?s funding needs over the next few years, even with the recapitalisation of the banks taken care of, it faces a huge level of debt refinancing. Up to mid-2015 Spain faces funding needs of ?547.5bn, over half its GDP and a large majority of its debt.
The Spanish central government will need to rollover ?209bn in bonds and ?75bn in bills, equal to almost 30% of GDP and close to half of its official debt. This will become increasingly difficult if Spanish borrowing costs remain at elevated levels.
11.50 Greece will not receive its next bail-out tranche until September at the earliest, the European Commission has reiterated.
A spokesman said:
The decision on the next disbursement will only be taken once the ongoing review is completed [...] over the last few months, significant delays in programme implementation have occured due to the double parliamentary elections in the spring.
Two Greek government bonds totalling ?3.1bn will mature on August 20.
The delay means Athens could be forced to raise money on the debt markets to repay them - at a very high cost.
11.20 Another record. German 10-year bond yields are now at a record low of 1.126pc. Earlier today, the country sold 12 month debt at average yields of -0.054pc.
11.08 Trading has been suspended in several stocks on the Milan stock exchange. Trader "Eloi Eloi" tweets:
11.01 The pain in Spain is spreading to Italy. Italian daily La Stampa is reporting that ten Italian regions, including Campania and Sicily, are facing trouble with their finances.
Citing government sources, the Italian daily said that big holes had been revealed in municipal accounts and that "at least 10 big cities" faced problems.
Last week, Sicily's mayor, Leoluca Orlando, said Italy's economic crisis risked sparking 'civil war' in Sicily.
10.40 Europe's crisis may have cranked up another notch, but as our international business editor Ambrose Evans-Pritchard pointed out to me this morning, one country we should be worried about is China.
China's benchmark index fell to its lowest level in more than three years today, after a member of its monetary policy committee said that economic growth will slow this quarter.
Song Guoqing said China?s economic growth may cool to 7.4pc. He said:
The consensus is that China?s economic growth rate will be close to 8pc in the coming months, but I personally am more pessimistic because there are problems on the export side.
The Shanghai Composite indexfell 1.3pc to 2,141.40.
10.25 Forget Spain's ten-year borrowing costs. Two-year debt yields in Spain - at 6.74pc - are also headed towards 7pc danger levels.
Compare this with the borrowing costs of Switzerland, Denmark, Germany and Finland, which are currently borrowing at negative rates. This means investors are willing to pay to hold the debt of these countries.
10.12 Read what you will out of this:
Spain's Economy Minister Luis de Guindos has told Reuters that the country will "absolutely not" need a full scale bail-out. Spain has already been granted up to ?100bn in aid for its battered banks.
Asked about this possibility on the sidelines of a congress hearing about the European aid to ailing Spanish lenders, De Guindos said: "Absolutely not."
10.00 Spanish stock markets have now fallen 4.5pc today, while in Italy, shares are down by 3.3pc. The FTSE 100 in London has dropped 1.6pc.
09.49 Back to Spain, where the economy posted a 0.4pc contraction in the second quarter, a sharper fall than the 0.3pc contraction recorded in the first three months of the year, according to the Bank of Spain.
09.42 More harsh language from the Germans this morning. German MP Alexander Dobrindt has called for Greece to start paying half of its pensions and state salaries in drachmas as part of a gradual exit from the eurozone. He told Die Welt:
With Greece we have reached the end of the road. There must not be any further aid. A country which does not have the will to fulfil the conditions, or is not able to do so, must get a chance outside the euro.
Mr Dobrindt has long called for Greece to exit the euro.

09.32 The Athens Stock Exchange has fallen by 2.7pc this morning. Simon Denham at Capital Spreads comments:
This realisation that you are probably better off simply putting the money on a large bonfire as opposed to giving it to the Greek government is a signal that there is little faith in country being able to meet its debt target by 2020. With the IMF saying enough is enough the EU is going to have to fill the hole at a time when its resources are already being stretched to the limit by Spain requesting ?100 billion only recently. Needless to say the yields on the country?s ten year bond spiked to a record high causing a sell off of all risk assets and in particular a pummelling for the single currency.
A major worry now of course is whether Italy will be next as its bond yields continue to slide down their slippery slope. This is such an unknown as far as the amount of funds the country would need in respect of a bailout as its crippling debts and the size of its economy dwarf those of the periphery. Italy is a G6 country with liabilities that stretch across the globe.
09.20 Let's not forget where this all started - in Greece. Yesterday, German Vice Chancellor Philipp Roesler repeated the EU ultimatum to the debt-laden country: no austerity = no bail-out cash.
In remarkably frank language, Mr Roesler said he was "very sceptical" that European leaders would be able to save Greece. He told German broadcaster ARD:
What?s emerging is that Greece will probably not be able to fulfil its conditions, [...] What is clear: if Greece doesn?t fulfil those conditions, then there can be no more payments.

09.06 Conservative MP John Redwood offers his two-pence on the Spanish crisis in a blog this morning:
Last week the whole argument over keeping the Spanish state safe from banking excess was overwhelmed by the news that Valencia needs help. Catalonia, Murcia and others may also in due course want similar assistance. The Spanish provinces have devolved responsibility for big spending areas like health and education as well as more traditional devolved matters in a European federal EU member. As a result the federal government?s austerity packages, demanded by the Euro bosses, of necessity demand substantial cuts in regional spending as well as in federal government spending. There is little love lost between the main regions and the centre. There is even less when the national government demands cuts. Some of the cuts are proving too painful or difficult. As a result the regions are now asking for some relaxation of the discipline, and at the same time saying they need help from central government to borrow the money they need.
09.02 Spain approved measures this month allowing larger shops to open for 25pc longer a week. This from Bloomberg:
The new rules may encourage the outlets to sell during the traditional afternoon snooze from 2pm to 4pm, and on an additional two Sundays or holidays a year for a total of ten.
?When everything was fine, nobody complained, but now that things have gone awry, then it?s another story,? said Carmen Cardeno, director general for domestic commerce at the nation?s economy ministry, which created the rules. ?We need to evolve and be more flexible.?
08.59 Another victim of the debt crisis has emerged this morning:
08.45 On Friday, Valencia became the first Spanish region to seek a bail-out from a new fund setup by the Spanish central government, which is itself under heavy financial strain.
Later that evening, El Pais reported that six more regions had joined the bail-out queue - Catalonia, Castilla-La Mancha, Baleares, Murcia, the Canary Islands and Andalusia.
On Sunday, the head of the local government in Murcia said in an interview that the region would be the second to make a formal request for aid.
Ramon Luis Valcarcel said that he hoped that the cash injection would be available for September.
This morning, business daily El Confidencial reports that Catalonia will request ?3.5bn from the bail-out pot.
And here we are today...
08.36 After falling almost 6pc on Friday, the IBEX 35 in Madrid fell by 3pc this morning to 6,062.30, while the FTSE Mib in Milan has fallen 2.6pc to 12,728.31. London's benchmark FTSE 100 index edged down 1.3pc to 5,578.77.
The yield on 10-year Spanish government bonds hit 7.53pc this morning - a euro-era high.
Meanwhile, for the first time since the beginning of 2009, it now costs Italy more to borrow than it does Ireland (6.348pc v 6.2797pc).
08.31 Stock markets have tumbled this morning on the back of reports over the weekend that several Spanish regions are lining up with their begging bowls to tap a special ?18bn funding pot designed to help struggling regions meet commitments.
